Introduction
Spreading of narcotics in the world reaches such level and puts a civilization on the verge of catastrophe by the opinion of some foreign researchers. Comparison of this process with the epidemic is appeared. The facts confirm such misgivings.
For the first time problem of taking drugs appears on the border 60-th and was recognized by the serious problem. International commu-nity on behalf of UNO in 1961 has taken united convention about drug facilities. In the first place drug’s taking as a social phenomena has struck practically all regions of the world. But to be frank, degree spreading of production and consumptions of drug was different in different regions that time. If South and North America, in many countries of Asia and Af-rica this problem already in 60-h takes a nature of national disaster, in many countries of Europe (for instance, in France, Italy, Spain, Greece, Great Britain) it is not yet brought forth in the number of problems of paramount importance.
However during in 70-h. around of the world is noted trend of growing drug danger and situation is changed. Increase influence drugs trade, which becomes one of main forming organized criminality. An il-legal turn of most powerful drug facilities makes very intensive. Rejuve-nated contingent of persons, abusing narcotics. These and other negative things are connected with illegal turn of narcotics steel characteristic of many countries of the world.
